Imbalanced urban–rural development is a long-standing problem in Taiwan. With the emergence of other relevant problems such as Taiwan’s aging society, the declining birth rate, and the overly concentrated human population in urban areas, concerns about imbalanced urban–rural development must be addressed. Specifically, how to motivate more people to tap into local cultures and activate local industries and encourage young people to pay attention to or even return to their hometowns are imperative problems to be prioritized. From the perspective of project management, the National Development Council proposed a set of guidelines for planning local revitalization projects. However, effective management procedures are nonetheless lacking, leading to the absence of the comprehensive strategic thinking guidelines and thereby increasing the risk of project failures. Per the aforementioned problems, the purposes of the current projects are to (1) propose the standard operating procedures for management to provide a reference for stakeholders involved in the execution of future local revitalization projects and (2) apply the aforesaid methods in the local revitalization projects of Penghu County to facilitate autonomous local development. In the current project, the authors combined the five major processes of the PMI project management concept and the six implementation stages of local revitalization to construct a set of local revitalization project management procedures. When used as an execution framework for the local revitalization procedures, the proposed management procedures can enhance the plausibility of successful project execution. Using Huxi Township of Penghu County as a case study, the authors applied the proposed procedures to execute a local revitalization project in Penghu County. The outcomes of the current project included the following: (1) complete establishment of the management procedures for local revitalization projects, which can be used to enhance the efficiency of local revitalization; (2) the application of the proposed procedures for the local revitalization project of Penghu County to effectively enhance the growth of local activity; and (3) the proposal of productized development in the local community to effectively achieve sustainable local management. The execution outcomes, methods, and other project-relevant experience—such as ensuring that the current project is completed according to the predetermined schedule (time), standard (quality), and budget (cost)—provide a reference for project planners’ execution of future local revitalization projects. |
